The Rule Settings tab displays different fields depending on the discount rule selected.  For instance if you select a Basic - Percent Off discount, the Rule Settings tab displays a box allowing you to set the Percent Off.  If you select Buy X, Get Y at Z Percent Off, the Rule Settings tab displays boxes allowing you to set the Buy X Quantity of Items Sold and the Get Y Quantity and the Z% Percentage Off.
