The Action List is used if Location Security is enabled.  The Access level of a Clerk is compared to the value assigned to an Action.  If the Clerk's Access level is greater than or equal to the value assigned to an action, they are allowed to preform that action.  If the Clerk's Access level is less than the value assigned to an action, they will be denied that action.  Some inaccessible actions may generate an override prompt for a manager or higher level clerk to allow the action to continue.

 

This access to the Action list mirrors the access available through Tools / Settings / Locations.
